Finalizzare takes avere and is a semi-formal, often bureaucratic or business verb — finalizzare un accordo (to finalise an agreement), finalizzare il contratto. In a different register, finalizzato a means 'aimed at, directed toward a goal' (un progetto finalizzato alla sostenibilità), which can trip up English speakers expecting only 'to finalise'.
