Circolare is used for traffic, blood, money, and rumours alike, so circola voce che... means 'word is going round that...'. As a separate word circolare is also a feminine noun meaning a 'circular' (an official memo) and an adjective meaning 'circular'. Police and signs use it to mean 'keep moving': circolare, prego!
