Inoltrare means to forward a message, document, or request to someone else: inoltrare un'email (to forward an email), inoltrare una domanda (to submit/forward an application). It takes avere. In bureaucratic Italian, inoltrare istanza (to submit a petition) is a set phrase. It is distinct from spedire (to send/dispatch) in that it implies passing something along a chain.
