Ristagno derives from ristagnare ('to stagnate'). Its primary modern use is economic: il ristagno dell'economia ('economic stagnation'). In a literal hydrological sense it means the ponding or waterlogging of water on flat ground. The plural is regular: ristagni. Related words are stagnazione (the more formal term for prolonged economic stagnation) and stagno ('pool, pond' or 'stagnant').
