Seccamente describes a manner of speaking or acting that is abrupt, curt, and without warmth — from secco (dry). It often modifies verbs of saying or refusing: ha risposto seccamente (she replied curtly). The root adjective secco can also mean 'thin' or 'dead' (of a branch), but seccamente is exclusively used for manner.
