Usage Note
Neo is used as an invariable prefix-adjective meaning 'newly' or 'neo-' (neo eletto = newly elected, neoliberismo = neoliberalism). As a standalone adjective it precedes the noun and never changes for gender or number. Note: neo is also a separate noun meaning 'mole' (skin blemish) or 'flaw,' so context disambiguates.

The newly elected president spoke to the nation.
